India investigates Amazon, Flipkart over festive discounts | Business and Economy

Independent Indian traders complained that giant retailers are burning cash to offer discounts during festive sales.

The Indian government is looking into whether hefty discounts offered on Walmart-owned Flipkart and Amazon.com during their online festive sales violate foreign investment rules, a commerce ministry official told the Reuters news agency.

India introduced new rules in February aimed at protecting the 130 million people dependent on small-scale retail by deterring big online discounts. The rules forced e-commerce firms to tweak their business structures and drew criticism from the United States, straining trade ties between New Delhi and Washington.

While Amazon and Flipkart say they have complied with the federal rules, local trader groups say the two companies are violating them by burning money to offer discounts – of more than 50 percent in some cases – during the ongoing festive sales.

Reuters reviewed emails and internal training material from Flipkart showing the company is in some cases offering to reduce, or forfeit, its sales commission from sellers that offer discounts.

The commerce ministry official told Reuters that the government was reviewing complaints and evidence filed by the Confederation of All India Traders (CAIT), a group representing some 70 million brick-and-mortar retailers, alleging Amazon and Flipkart were violating the foreign investment rules.

The official declined to comment on possible action, but executives from Amazon and Flipkart were summoned to meet commerce ministry officials last week to discuss the matter.

Flipkart in a statement said it had a “good meeting” with government officials and it was “deeply committed to doing business the right way in India”.

Amazon said it had an “open & transparent discussion” with officials and has a high bar for compliance.

Seeking to attract shoppers around the key Hindu festival of Diwali, both retailers have placed full-page advertisements in top national daily the Times of India to showcase discount offerings stretching from Samsung and Apple phones to clothing and diapers.

“Customers are going online because of the unbelievable discounts. Because of this, sales at offline businesses are down 30 percent to 40 percent this month,” CAIT’s Secretary-General Praveen Khandelwal said.

Flipkart offers to reimburse discounts

Two emails received by Flipkart sellers in September, just days before the inaugural phase of the festive sales, showed it offering to partly fund discounts.

The company would “burn” three percent of the discount if a seller lowered a product price by 15 percent, or nine percent if the seller discounted by 30 percent, said one of the emails.

In training material posted on Flipkart’s restricted website for its sellers, seen by Reuters, the company asks them to prepare for the festive season by saying “nothing is bigger than this” and explaining how they can benefit by discounting products for Flipkart’s premium customers.

“We want to ensure that you fetch as much profit from it as possible … whatever the discount you are offering, half of that will be reimbursed to you by Flipkart,” a post said.

A Flipkart source said the incentives were compliant with Indian regulations and were aimed at promoting sellers’ earnings by effectively reducing the commission they pay.

The All India Online Vendors Association, whose 3,500 members sell products on various online platforms including Flipkart, said in a statement that fewer than 100 of its members benefitted from Flipkart’s partial discount funding, giving some sellers an unfair advantage.

EV sales in India set to cross 7 pc market share by FY28: Report

India’s festive season this year is set to generate over 2.16 lakh seasonal jobs, reflecting a 15–20 per cent year-on-year rise in gig and temporary employment during the second half of 2025, a report said on Wednesday.

Key sectors driving this surge include retail, e-commerce, BFSI, logistics, hospitality, travel, and fast-moving consumer goods (FMCG).

Hiring activity has gained momentum in anticipation of marquee events such as Raksha Bandhan, Big Billion Days, Prime Day Sale, Dussehra, Diwali, and the wedding season, Adecco India, an HR service provider, said in its report.

Many companies are advancing their hiring cycles to stay ahead of demand and ensure operational readiness for what is expected to be a stronger-than-usual festive period.

As per the report, this year’s hiring uptick is being driven by improved consumer sentiment, a favourable monsoon boosting rural demand, post-election economic optimism, and aggressive seasonal promotions.

Metro cities such as Delhi-NCR, Mumbai, Chennai, Hyderabad, Bengaluru, Kolkata, and Pune continue to lead in seasonal hiring demand, up 19 per cent from last year.  

At the same time, tier 2 cities like Lucknow, Jaipur, Coimbatore, Nagpur, Bhubaneswar, Mysuru and Varanasi are witnessing a 42 per cent increase in job demand. In addition, tier-2 cities like Kanpur, Kochi, and Vijayawada are emerging as new hiring hubs, the report noted.  

Compensation levels are expected to rise as well. It may go up by 12-15 per cent in metro markets and by 18-22 per cent in emerging cities.

Encouragingly, 23 per cent more women are participating in this seasonal hiring wave compared to previous years, driven by a rising preference for flexible, short-term roles.

“This year’s festive season is seeing a sharper and more structured demand curve, and we have proactively prepared to meet it well in advance. Unlike previous years where hiring was largely volume-driven, employers today are equally focused on deployment speed, workforce readiness, and regional agility,” said Deepesh Gupta, Director and Head of General Staffing, Adecco India.

Hiring in logistics and delivery is projected to rise by 30–35 per cent as companies scale up last-mile operations in preparation for peak festive demand.

In the BFSI sector, firms are significantly ramping up field force deployments for credit card sales and POS installations, particularly across tier 2 and 3 cities.

The hospitality and travel segments are expected to see a 20-25 per cent increase in hiring, while e-commerce and retail will continue to dominate, accounting for 35-40 per cent of total seasonal job creation, said the report.
